RESUMEN
La variabilidad climática y la ocurrencia de eventos extremos (heladas, granizos, sequías, inundaciones) resultan en perjuicios importantes para la producción agropecuaria requiriendo de varios años para la recuperación económica y financiera del deterioro ocasionado. Un ejemplo de esto es la precipitación registrada a nivel nacional en diciembre de 2013 con anomalías negativas de 100 mm a 200 mm en contraste con las ocurridas al mes siguiente, enero de 2014, cuando se registraron anomalías positivas de 300 mm a
400 mm. Considerando esto, el análisis y caracterización de la variabilidad climática en Uruguay, como uno de los factores más relevantes para la producción agropecuaria, resulta de fundamental importancia para la gestión de riesgos asociados al clima. El presente trabajo tuvo como objetivo cuantificar los componentes de tendencia de largo plazo, decadal e interanual, de las variables climáticas consideradas relevantes para las actividades agropecuarias, en diferentes períodos del año y en determinadas zonas de Uruguay, siguiendo la metodología propuesta por Green et al. (2011) en la que se descompone la variabilidad climática en esas tres dimensiones. Según los resultados obtenidos se puede concluir que para todas las variables estudiadas y en todas las localidades y períodos analizados, la variabilidad interanual es la de mayor incidencia.
ABSTRACT
Climate variability and extreme events associated with its (frost, hail, droughts, floods) result in serious damage to agricultural production, requiring several years for economic and financial recovery. An example of this, was the rainfall recorded during December 2013 with negative anomalies of 100mm to 200mm in contrast to January 2014 when positive anomalies were from 300mm to 400mm. Thus, climate variability in Uruguay is a very relevant factor and it analysis and characterization is critical to climate risk management. This study aimed to quantify the components of long-term trend, decadal and inter-annual variability of climate variables considered relevant in farming systems, in different periods of the year and in certain areas of Uruguay, following the methodology proposed by Green et al. (2011) in which the climate variability is decomposed into those three dimensions. As the main conclusion and according to the results, for every analyzed variable and in every location and period, the inter-annual variability is the most important one. MenosRESUMEN

ABSTRACT.
As part of a process of democratization and political renewal in Uruguay, the Government of Uruguay rehabilitated its agricultural research organization to create the National Institute for Agricultural Research (Spanish acronym INIA) in 1989. A public nongovernmental organization, INIA introduced a novel way of strengthening agricultural research capacity in the country by creating the Agricultural Technology Development Fund (Spanish acronym FPTA). The fund helps finance agricultural research that non-INIA researchers carry out outside INIA. The fund has proved to be a very flexible mechanism for establishing links to national and international sources of knowledge. This Briefing Paper describes how INIA identifies and selects projects for FPTA funding, and how it manages the fund. It highlights some key lessons learned. One key factor contributing to the FPTA's success is that it has enjoyed strong political support from the whole agricultural sector. Another important factor has been the two-year limit on FPTA projects, which encourages researchers to focus on practical results. INIA has found the FPTA an excellent tool to establish strategic alliances with other agricultural research organizations and institutes in Uruguay and help coordinate their research efforts and to achieve a multiplier for its own research efforts. ISNAR therefore chose INIA's FPTA as a "benchmark" for other agricultural research organizations. A benchmark is an example of a particularly successful management practice from an organization that is documented and used as a model for other organizations. This Briefing Paper is the fourth of a series of benchmark studies from research organizations in developing countries. These benchmark studies are intended to inspire other research organizations to copy or adapt aspects of the successful management practices described.
RESUMEN.
Como parte de un proceso de democratización y renovación política en Uruguay, en 1989 el Gobierno del Uruguay rehabilitó su organización para la investigación agropecuaria con el fin de crear el Instituto de Nacional de Investigación Agropecuaria (INIA). Una organización pública, no gubernamental, el INIA introdujo una manera novedosa de fortalecer la capacidad de investigación agropecuaria en el país al crear un Fondo de Promoción de Tecnología Agropecuaria (FPTA). El fondo ayuda a financiar la investigación agropecuaria que investigadores ajenos al INIA llevan a cabo para el INIA. El fondo ha probado ser un mecanismo muy flexible para establecer vínculos con fuentes de conocimiento nacionales e internacionales. Este Estudio de Caso de una Práctica Gerencial Exitosa describe como el INIA identifica y selecciona los proyectos a ser financiados por el fondo FPTA y como gestiona el fondo. Asimismo, sobresalta algunas lecciones claves aprendidas. Un factor clave que contribuye al éxito del FPTA es que cuenta con un fuerte apoyo político de todo el sector agropecuario, lo cual motiva a los investigadores a concentrarse en resultados prácticos. El INIA ha encontrado que el FPTA es una herramienta excelente para establecer alianzas estratégicas con organizaciones e institutos de investigación agropecuaria en Uruguay y asistir en la coordinación de los esfuerzos de investigación; así como un multiplicador de sus propios esfuerzos de investigación. Por estas razones, el ISNAR escogió al FPTA del INIA como ejemplo de una ?práctica gerencial exitosa? para otras organizaciones de investigación agropecuaria. Una práctica gerencial exitosa es un ejemplo de una gestión gerencial implementada exitosamente por una organización que ha sido documentada y es un modelo para otras organizaciones.
